Binance must shut its European operations on July 1, the day the European Union's Markets in Crypto-Assets regime takes effect, after the exchange failed to secure the license it needs to keep serving customers in the bloc. What MiCA requires

MiCA sets requirements for governance, capital reserves, internal control and cybersecurity. Clear them or you do not operate in the EU. Binance had no approved license in hand when the deadline arrived, and the law offers no soft landing for a firm that size.

The failed Athens bid

Its plan ran through Athens. Binance applied for authorization in Greece, betting on the bloc's European passport rule that lets a company licensed in one member state operate across all of them. To smooth the path it promised billions of euros in investment and jobs in the Greek capital, and it hired 1,500 people worldwide to handle compliance. Greece declined.

Searching for a new license

Management says it learned of the rejection only on June 13, at the last moment. The company still hopes another EU country will grant what Greece would not. Nothing is settled. The process will take several months, and there is no guarantee the next answer is any friendlier than the one Athens gave.
